In the early 2000s, META began expanding operations meant to contain and reform the growing number of mutant and superhuman criminals that were being apprehended. Many were sent, with SNDs, to maximum security facilities, and many were sent to specially made facilities such as the Vault or the specially built Ultramax Wing on Riker's Island. Still, some of these criminals were deemed too dangerous to incarcerate with normal prison populations, or even on the mainland. It was for this reason that “The Tank” was commissioned. META bought an offshore rig that was being decommissioned in the Gulf of Mexico, and began transforming it into a new kind of prison. There was no goal of rehabilitation at the Tank, this is where the worst of the worst would be sent to rot, far away from the population they were deemed too dangerous to be a part of.

The Tank, many miles offshore, was deemed the perfect, inescapable prison. Prisoners that could be contained through SNDs would be kept on the upper levels, which had been drastically rebuilt with cell blocks, exercise yards, and security chambers. Those with mutations or abilities that proved impossible to control via SNDs would be kept in the lower chambers, known by the staff as “The Pit”. Dozens of individual cells that can be reconfigured to house specific superpowered criminals in complete isolation.

The tech on display at the Tank is of the highest quality produced by META. The facility is designed to house the most dangerous criminals on Earth, and to keep them well under lock and key indefinitely. META has deemed the facility impregnable, inescapable, and unassailable.

Rumors persist that the facility was built to house a mysterious “Prisoner Zero”, and that the rest of the prison facility sprung up around this captive as a way of covering up his or her existence.
