Personality Profile: Laid back and easy-going, always ready with a friendly smile. Patient to a point, but not a fan of sitting around waiting when she could be doing something more constructive. Thrill-seeker; dare-devil. Driven, always focused on the prize. Not terribly organized, but neat enough to not be a slob, either.

Physical Description: Tall, with the athletic build most commonly associated with swimmers. Long blonde hair, sun-streaked during the warmer seasons of the year. Hazel eyes that shift from a bright green to a grey, or a combination between the two.

Powerset: Hydrokinesis.

Ability One: Water Manipulation.

Topanga has the power to control/manipulate water in its liquid state. Such control includes, but is not limited to, the ability to manipulate water’s:

*Surface Tension
-Increases water’s normal, and already high, surface tension [72.8 mN/m] by increasing the cohesion between water molecules, and therefore creating a higher internal pressure.
-Limited by surface area [maximum area effective 164 ft x 82 ft; roughly the surface area of an Olympic-size swimming pool.
-Useful for walking on water, trapping someone beneath the surface of the water.

*Pressure [Unstable]
-Streams of water between 120 and 300 psi [the usual working pressure of a fire hose], which shoot approximately 40 feet straight up [or out] depending on the pressure.
-Can be used as both a steady stream, which encompasses more energy and may be used only for a short period of time, and small bursts, which take far less energy to accomplish.
-Like the use of a fire hose, creating a steady stream of pressurized water is difficult in terms of stability, and again, is limited by the amount of water available in the area.

Ability Two: Dehydration.

Because Topanga cannot create water, she has to work with the water supply available in any given area. She possesses an innate ability to locate water sources, both natural and manmade (rain, lakes, streams, pipes, hydrants, irrigation systems, fountains, pools, etc.) and draw water from said locations in order to manipulate it. Due to the fact that water makes up a very large portion of the human body, skin to skin contact with others results in dehydration.

Ability Three: Water Physiology.

Topanga has the ability to transform her physical body into a body comprised of water. This form allows her to move far more quickly through other bodies/pathways of water and to breathe underwater. While quite resistant to conventional injuries in this form, she is more susceptible to heat and cold. In this form, she is relatively transparent to visible light, near ultraviolet light, and far-red light, but will absorb most ultraviolet light, infrared light, and microwaves.

Drawbacks & Weaknesses:
*Cannot shift water through its natural states (gas -> liquid -> solid). Her abilities apply only to water in its liquid form.
*Does not have any hydrogenesis abilities—water cannot be created. The ability to manipulate water is limited by the amount to be found in a given area.
*Manipulation abilities are limited to line-of-sight. Topanga cannot control that which she cannot see.
*Can control water in a limited area around her body (approximately 200 feet, though control isn’t as strong when stretched to the maximum end of its limitations).
*Manipulation is the most draining of her powers, with the loss of energy relative to the volume of water that she is attempting to control. While a strict regimen of diet and exercise keep her in peak physical condition, use of her powers for prolonged periods of time (more than 30 minutes) may result in varying amounts of fatigue, coupled with migraines. Pushing this power to its limits will knock her unconscious.
*Due to the danger of dehydration, cannot come into contact with other people (skin to skin) without wearing a dampening device.
*In her water form, she is especially vulnerable to heat (evaporation) and freezing temperatures (ice), but not to electricity (is an excellent conductor instead).
*Is susceptible even in her regular form to very extreme temperatures.

Background: Topanga Bellamie Everett was born on September 21, 1987, in the surf town of San Clemente, California. She started swimming at the age of two on Riviera beach, and was body boarding by the age of three. When she was five years old, her family moved to Gold Coast City, Queensland, Australia, where she started learning how to surf. Topanga started surfing competitively at seven years old, turning professional at sixteen, and landing a number of sponsors--including Oakley and Infinity Surfboards. She received the Association of Professional Surfer’s Triple Crown Rookie of the Year award, won the National Scholastic Surfing Association’s women’s championship, and the Pro Surf Tour of America’s women’s tour championship all before the age of eighteen. With several ASP Women’s World Tour wins beneath her belt, including being named the Women’s ASP World Champion three years consecutively, Topanga was beginning to be seen as the next big thing in women’s surfing since Layne Beachley. In 2010, she was given a wildcard entry into the Energy Australia Open in Newcastle, one of the rare times that a woman has been invited to compete in a man’s surfing event. She never got the chance to compete, however. When she nearly drowned at Bells Beach, Victoria, Australia, and was pulled to shore by medics, her powers surfaced. The man resuscitating her suddenly collapsed; the cause was severe dehydration and shock. It was suggested that her abilities had been the impetus behind her surfing career by certain members of the sport, as well as the media. While her titles were not stripped from her, she was no longer allowed to compete professionally. In 2011, Topanga disappeared from the public eye altogether. Recently, however, she has resurfaced, seeking residency in the sanctum offered by Cobalt.
